PROGRAM SPECIALIST
Reports to:  Chief Program Officer (CPO)
Status:  Regular, Full-time, Nonexempt
Location:  Onsite, Anchorage AK
Work Week:  8 hours per day, 5 days per week, Monday-Friday

POSITION OVERVIEW
The Program Specialist is the first point of contact and is responsible for the daily administration of APICDA’s Community Development and Fisheries Programs and upholds APICDA’s community development vision through successful execution of the grant process. This position is part of a team and cross trains with other program specialists to ensure continuity in APICDA’s Program Management. 

PRIMARY DUTIES AND RESPONSIBILITIES
  •  Administer and enhance APICDA’s Community Development and Fisheries grant programs to align with APICDA’s mission, vision, goals, and objectives.
  •  Update and maintain the online grants management system; administer applications, track disbursements, manage data, and develop reports.
  •  Provide technical assistance to grantees and prospective grantees related to the application process, proposal status, payment and reporting requirements.
  •  Conduct outreach as needed to ensure application information is complete and accurate; perform grant due diligence based on compliance and program policy.
  •  Build and maintain effective, collaborative working relationships with grantees.
  •  Maintain and update grant program materials, applications, policies, procedures, processes, and program outcomes.
  •  Analyze data to evaluate the effectiveness of grant programs, making data-driven recommendations for improvement.
  •  Prepare and present regular reports on program metrics, impact, and financial status to the Chief Program Officer, APICDA’s Board of Directors, and other stakeholders.
  •  Follow and research grant making strategy, community needs, and priorities aligned with APICDA’s strategic plan and purpose, make recommendations for program developments and changes.
  •  Network and collaborate with local community entities, community residents, industry partners, Aleutian/Pribilof regional entities, and educational institutions to develop and enhance training and employment opportunities.
  •  Organize and maintain accurate record keeping of all electronic and paper files, adhering to confidentiality policies. 
  •  Prepare preliminary budget for programs and projects, track and monitor spending to ensure spending stays within budget.
  •  Maintain Community Development Plans.
  •  Participate in the scheduling, coordinating, and traveling to the remote communities in the Aleutian-Pribilof region of Alaska.
  •  Assist with special projects as needed and other duties as assigned.
WORK ENVIRONMENT
Work is performed in a professional office environment with a variety of individuals having differing functions. Position routinely uses standard office equipment. Occasionally requires air travel to the remote communities in the Aleutian-Pribilof region of Alaska; when out in the field employee may be exposed to environmental hazards, extreme weather conditions, and loud noise.

Physical/Mental Demands
The physical demands of this position require speaking and listening, sitting, standing, climb stairs, and walking. Ability to occasionally lift items weighing less than 50 pounds. Ability to maintain assigned work hours in a 40-hour Monday through Friday work week environment. Additionally, must be able to understand instructions, handle conflict and make effective decisions. Must have the ability to effectively work with various personalities and work styles in a dynamic work environment.

MINIMUM QUALIFICATIONS
Education/Training:
  •  High school diploma or equivalent
Knowledge and Experience:
  •  Minimum two years of experience in grant administration or progressive experience with similar responsibilities (i.e.  technical writing, accounting, data entry, or data analytics). 
  •  Working knowledge of MS365 Suite, strong Excel. 
  •  Preferred experience in the fishing industry, native organization, or non-profit organization.

  •  Ability to use statistical methods and reasoning to collect, analyze, organize, interpret, and present data.
  •  Able to manage work independently, organize and prioritize workload to deliver quality work on schedule.
  •  Strong attention to detail, able to spot errors and inconsistencies in text and formatting.
  •  Ability to communicate clearly and concisely; effective oral and technical writing.
  •  An inquisitive nature, to seek solutions; to acquire and assemble information and data that isn’t always readily available.
  •  Ability to maintain confidentiality, handle sensitive information with discretion and integrity.
  •  Willingness to learn general knowledge of APICDA communities, geographical locations, fisheries, and tourism.
  •  Strong belief in the mission of APICDA and its purpose to carry out the CDQ requirements.
